I don’t know how the two compare. I just know Turkey has many good clinics, some bad. I would assume the same is from China. But I don’t know if the cost is similar.

If you had a good understanding of the language and found a well reviewed clinic, that would help. It’s the same rule my Turkey friends used would apply to China. The thing would be after care and how the clinics help you. You would not want to be a foreign country with an infection, if they cut corners or if they don’t support you,  which is the large risk.
