Depends on what games you're playing. Your 1080 is almost equivalent to a 3060 right now which is more than enough for esports titles but abit weak for AAA games.
yup! if you go on a few siites youll see that your 1080 is actually abit faster than a 3060 (non ti)
in my opinion ray tracing is a nice to have but not necessary and not alll games support it. If you're playing elden ring you're probably fine in terms of needing to upgrade

Oh I saw some video so basically from 1080 to 3080 it’s not like a iPhone update from iPhone 10 to iPhone 13, it’s more like a 2018 Mercedes gle to 2020 Mercedes’ gle. So it’s really not the new model they r inventing rather just a minor upgrade.
