Depending on where you are and how you drive, but I would say they're worth it. There's always a really bad storm or two that you wish you had better grip on the road.
In Calgary, where I've seen it snow every month of the year, I get the Nokia all weather tires and keep them on all year. It's a fully rated winter and all season tire, so no need to change them.
