Chinese word for Police

Just notice that writing of police in Chinese is like this:
First Character, is composed of   Respect on top of Speech.
So police will make sure that you citizens show respect on what you said ??????
Is it why it is police job description.

Second work, not sure what it means.  Anyone with knowledge on this please shed some light on it.
Someone who is good at Chinese characters.

Actually I tried to remember how to write it.
Instead of saying PUBLIC SECURITY (easier to write),  I want to use proper work.
Know the second character to write.  Not the first one, so many strokes.
