Of course she can reject a client if she doesn't fell safe for any reason.
Normally girls peek through the door peephole and if they see something weird or abnormal they should keep the door close and call the agency.
Even some girls told me that even if the client is inside and they notice something strange they quickly get dressed and ask the client to leave.
